I build the power supply from this website and the circuit works fine except the output voltage gradually increase to desired voltage(+-15V) which it take long time about 10-15 seconds to steady state .
I not sure the problem can be resolved if I alter LM326-5.0 Voltage reference to LM329DZ/6.9V . But, it hard to find.

Reduce the value of C11, C12. The 220uF value, combined with the 10Kohm resistor, makes for a very long time constant (2.2s) which is why the crcuit takes a long time to settle.
You could reduce the caps to 10uF for much faster start-up without detriment to the filtering they do.

No - leave th3 10K resistors, they limit the thermal dissipation in the voltage references. Just reduce the two 220uF caps to 1-10uF or so.
