What you have is a partially completed PCB for an push pull Ultra Linear EL84 integrated stereo amplifier. It likely generate around 15W. It is missing power transformer, output transformer, power supply filter capacitors and all the tubes (2X E88CC, 4XEL84). The PCB appear made in China and is recent vintage. $ wise, it would not worth much. The missing parts would cost a lot more. Unless there are non $ related value, I would discard the PCB and start over brand new.
