I have a BMS driver with steel threads screwing into a plastic horn with brass threads. Do I need any teflon tape or thread dope on this screw in connection?

No. usually PA speakers don't need it, but if it doesn't fit tight & snug, use it, as excessive bass vibration can loosen it.

Different metals in contact with each other can undergo a process called galvanic action. I don't know if this will happen with steel to brass but i know it happens with brass to other metals. (Plumbing experiences)
I would use the pink teflon tape, less messy, and don't apply it right up to the starting thread, it has a tendancy to shred and leave strings of it hanging inside the joint.
