high pass filter to protect driver in TL

I plan to run some hornresp simulations but I am interested in the theoretical calculations to determine the filter curve necessary to limit driver excursion below the tuning frequency of a transmission line. Anyone care to take a stab at it?

I plan to but was interested in the defining relationships of excursion increase per 8va and voltage reduction in dB to counter it.
