Dumping the soundblaster and getting a proper USB DAC with its own drivers will very probably solve the Windows problem.

foobar and the sound card act as source and preamp to reduce distortion.
if you reduce sound card or windows volume and increase foobar you'll get distortion
and by using the soundcard at 100% you start with plenty of gain
