My speaker has an 8" beyma mid and Vifa BC25SC06-04 1" horn loaded tweeter. The tweeter sounds good in general, but gets a bit sharp and sad when playing very loud.
This speaker had a peerless horn loaded 1" tweeter previously and it worked better. I think that had 98-99dB (8 ohm).
Are there any good hi-fi horn loaded tweeters with >95dB efficiency around?
I am not looking to go in to compression drivers and so on.

Fostex T500AMKII is a very nice-sounding super tweeter is the cost if no object
Aurum Cantus G1 is not a horn but it's rated +100db efficiency and extends up to 40khz with a very nice detailed and warm sound

Selenium used to make a couple of slot loaded tweeters which were inexpensive, and very nice sounding with a ring-phenolic diaphragm - moreso to my hearing than things like Polydax and Audax titanium diaphragm bullet tweeters. I don't know why they were discontinued. The ST324 was only around $25 US

The only negative I see is the high cutoff for matching to an 8" mid.This Peerless horn tweeter has 97dB.

Yes, by using 4 Ω units you gain 3 dB compared to 8 Ω units.
I agree with Freddie, the Seleniums ST series, st- 320, 322 and 324 were said to be real
hi-fi, along with the still available and awesome Beyma CP21-F.
There are some real nice Fostex horn too!. Yes horn loaded but give em a try.

Compression drivers and whatnot aren't a bad way to go- do keep your options open. Impressive new compression driver from Peerless - Techtalk Speaker Building, Audio, Video Discussion Forum <$50 per maybe $60 with good quality but not outrageous crossover parts per side and 98 from 1300-16k.
How about the Scan-speak Discovery H2606/9200 Horn Loaded 1" Textile Dome Tweeter at Madisound? 95 dB sensitivity and a Fs of 1030 Hz. All for about $37.
