Do you possibly have any solder bridges between the pads on any pads you've soldered or desoldered?

If pin 7 was grounded and there was 10v on pin 14, it's almost certainly defective. The only possible way it's not defective is if 10v was being driven back into pin 14. I'd suggest replacing it.

what should i check when replacing the chip?
pin 13 still has 11.54v on it with the 494 out of the circuit? i traced it back to a a1266 transistor and two legs have 11.35v on it.

Remove that transistor and check it.
With that transistor out of the circuit, is the voltage on pin 13 and 14 still near 10v?
Pins 13 and 14 should be directly connected.

i dont create new thread and continue with this one.
HIFONICS bxi 1606d:
problem occured when i find out that my car leaks (some componets where wet).
494 works fine - outputs are OK, all mosfets seems to be fine, but hip4080 goes wery hot.
when i take out 4080, amp switches power-on stage (green) and when i put it back, LED switches to red...
what to do? replace only hip4080?

If the outputs are not blown, replacing the 4080 may be all that's necessary. They often fail for no apparent reason.
i replaced 4080 chip and discovered new problem, transformators give only 8 volts output.... and speaker makes zizzy sound....
any ideas?

In many of the hifonics amps, the primary filter capacitors fail and can cause all sorts of problems. If the DC voltage across the power terminals is remaining above 12v, try connecting a 1500-2200uf capacitor directly across the power and ground terminals to see if that helps.
