I see its designed for a car ( according to the website ) and its Chinese which makes it hard to get a schematic.

It IS intended for transformer power supply to control inrush current.
Your SMPS already has the thermistor to limit inrush next to the input terminals.
the picture you post shows how to wire it.
AC input - from supply.
AC output - to load.
