my friend's air tangent system gets liquid on the assembly even if he has surge tank and dual filters. what could have been causing this? he might go nuts and just give the arm to me

Sounds like it could be condensation.
In this case an air drier of some sort is needed.

Should do the job, but I've no idea how long it will
last with the airflow required for an air bearing arm.

For something more industrial you could try:
Norgren, they have a few Air Dryers or search goog/e for "instrument air dryer" for lots more options.
Norgren also supply a modular filter regulator system, which may be interesting for you.
