Is the Angela 91 amp a good design?
Is it better sounding than JE Labs 300b?
Are there better options than these considering simplicity/good sound

Depends on what you prefer.
I find the Angela 91 too slow for my liking. So for me, the JE Labs 300B DX with the 76 in front to be better sounding.
There are so many options. I'm sure you'll have that dilemma. 😀

There have been at least two extensive threads on this issue, with exactly the same question and a myriad of answers, almost all different, by the way.
It is a drama, I admit. I am working on a reliable and technically good way to build amplifiers in a way that I can easily change tubes and circuitry, without having to start from scratch each time. It may take some time to complete it.
In the meanwhile I enjoy music from a commercial amplifier and a small headphone amp for late evening listening.

How about this one? Of course the powersuply is a little complicated, or better said expensive... but you could use your own design: Legacy
The one I like the most, and it's very well documented is this one:

This one is going to be expensive too, due to the use of interstage transformers. But you shoul get excelent results. I would not wory for the tubes... excepting the driver and the output tubes which come with a price, the ones in the powersuply are very cheap.

I’m about 80% done building my 2nd amp, a 6sl7/300B
I decided to keep things as simple as possible. For what it worth, here are some details
6sl7 in SRPP at around 360V B++
300B 300V -61V 60ma, about 370V B+ (classic config right out of the WE datasheet)
AC heaters for both, with the 300B cathode Res and Cap right on the 5vac trans c.t.
This is a slightly simpler config that the one you mentioned.
This is a design that has been done commercially in the past (Wavelength Audio)
