It's strange that all read OL but it's good that none read as shorted. If you touch your probes together, does the meter read near 0 ohms?

I would replace it, ensure the area is made as clean as possible then apply new grease.
With a different meter I got 18.0 and 180.00 and 1.513 and 18.00 from the 4 transistors grouped together. Power ones I think
You'll need to be more specific. 18.0 what? ohms, k-ohms, M-ohms?
Where was the red probe? Where was the black probe?

The first one with black meter on middle prong and red on them right it reads 9.02 m ohms. Number 2 with black probe on left prong red on right 9.02 m ohms. The third one with black on left red on right reads 9.26 m ohms. The last one with black on middle red on right it reads 18.4 k ohms
If all read the same, none are shorted.

How would I measure that. One probe on the first leg then the other probe on each other 2 legs or one probe on the first leg and the other probe touching leg 2&3 at the same time
With one probe on the first leg and the other probe on the 3rd leg they read over 200 but with one probe on the first leg and other probe on the middle leg all read 0.00
