Heater power ground elevation for 12 ax7 preamplifier

I am using an 12 v dc smps power supply as heater.
Can l elevate the ground of the supply by about 40 v ?

If the DC supply is isolated, yes.

The Dc supply is isolated if it measures no connection between the ground and the 0 volt line of the dc output ?

Check the mfr specs, otherwise don't do it.

It should be ok with one side of heater to ground on PSU if no other option is available.
