Is there a (quality) device that can convert HDMI audio to RCA analog outputs in 7.1 format like a pre/pro?

I think this is more like it. I've used it before on a 7.1 mini surround sound system using a CS3318 to control the output volume and it worked really well.

I saw that on ebay too.... looked "cheap" for lack of a better word. So this worked well with you with no issues? No lag/handshake issues?
Never noticed any lag while watching movies. All I had to do was connect the HDMI cable switch it to 7.1 and it was ready to go.
Have you ever peaked under the hood? Are the decoder IC's it uses legit? I'm afraid of buying cheap chinese garbage.
I don't have the unit anymore, I lend it to a friend. But I did look under the hood. I don't recall seeing any cheap parts, or anything that looked like a counterfeit part.

Does anyone know whether a decoded 7.1 channel LPCM audio stream is always included on the HDMI output of an Blu Ray player, or an surround processor unit?

I think it depends on the player (or device), but every modern device I have used provides LPCM. I think it's pretty standard at this point.
Also, does anybody know about the acquisition time for these devices? I have used pre-pros (and the current pre-pro I have - the Emotiva UMC-1) has a annoying long acquisition time (like 4-5 seconds) for sound.
For example, when I first turn on a device, if there is a "turn on" sound, it pops in like 4-5 seconds after the device is turned on. Also, in movies, if I pause for long enough and come back, it takes again like 4-5 seconds for sound to start playing even though the movie plays right away.
