It's probably a major complication to shop from chinese eshops to the U.S these days... I use Ali on regular basis, either buy directly there or locally from a reseller... who bought from Aliexpress/Alibaba himself.
Not to throw a complete monkey wrench into the works, but my Bluesound Node audio streamer allows me to use the eARC output from my TV into my audio system without much fiddling at all. My only issue was trying to train my wife to use it. She didn't see why she needed to mess with so many things just to watch TV. 🤣

I'm puzzled over what else the soundbar would need to tell the TV, other than it's doing the sound, or not.
If this is the case, the RCA's would be useful for subs, that accompany the soundbar. But the box wouldn't be good for extracting a stereo pair, for an existing 2 channel hifi
Soundbar is not relevant for this discussion I think. The soundbar will have its own HDMI arc input.
The OP want's analogue outs. Your box also has an ark output, and you are talking about 2way comms I think. So what does the TV ever want to know from the external device that socket is for. Logic suggests the message it's looking for, is as primitive as on/off. With nothing plugged into this socket, the message might be 'off' and so the TV starts using it's own speakers, not the extraction box. Because there is nothing there.

I tend to gravitate towards the 8 day free shipping items. It's usually on time, but reliability is seasonal. It's very rarely 9 days, and 8, I can live with. I get my quid. About 5 items today. Maybe 10 this week. Two are DACs. There is absolutely no point paying someone to import them for me. I have had 20 ebikes at a time from baba. I could have any brand on them I wanted. People are kidding themselves if they think it's all rubbish. They are sending $25 bags to Italy, with a separate shipment of logo's. Italy do the assembly, and export them as the genuine 'made it Italy' items they are. For hundreds and hundreds. It's funny what peoples expectations will make them pay.
What we do get from an importer, is the chance of local stock, and somebody making enough money to absorb the occasional loss without wincing. Plus if you like keeping the boxes, then items vac packed into cages for airmail volume isn't ideal.
I doubt you will ever see me link to Amazon, but it's the most shared site I see. Ebay is nearly always cheaper, but it's the illusion you're buying from Amazon, a huge name, that makes them more popular. More so than eBay or Ali, who sell the same stuff cheaper. As a seller I don't use Amazon as they want more than I myself want to make. So I know it's a bad idea to buy there.

I do not own the decive. But CEC is simply a communciation between TV remote and the receiving device. ARC is the audio return. If only ARC is present, then the digital audio signal is fixed. It's still fixed with CEC, but CEC will send the audio volume data to the receiving part, and the receiver will turn up and down.
