How close can you crossover a horn relative to the acoustical cut-off of the horn. I have read you are supposed to cross a half octave above the cutoff, is that correct?

It depends on the severity of the cutoff and also to some degree on the frequency. Some horns (eg waveguides) don't really have a cutoff.
You didn't say what kind of horn it is.
What will the horn be doing for you at 120Hz? Do you need loading? does it offer any directivity?

The horn is going to cross to either a midwoofer or a sub at 120hz. So I would like it to be loaded as close as possible to 120hz. Driver B&c 8pe21 fs 87. horn is straight conical. I am guessing past 120hz it will just act as a direct radiator?
