Remove Q118. If the resistor still burns, the board has more conductivity.

If you have a bright light, shine it from the back of the board. Do you see any dark shadows in the board? Look at the one just to the left of the upper left open through-hole.

It looks like you have a start between several legs. Drilling works. If you have an acrylic scoring knife, that's makes some need cuts. A razor knife will work if you're careful. Clean it well as you work along with acetone to remove all flux to ensure that you're not seeing problems that are not really there.
