I need to build an inexpensive outdoor PA system. I currently have a Seas 10in woofer but it doesn't seem to be that loud even when I turn on the volume control all the way up.
So I am thinking of using a 15in. woofer such as the one from Goldwood. I can get this from Parts Express for about $31 dollars. I just need something cheap and I am not too worry about sound quality. As long as it can play loud and fairly reliable, it should be OK.
This from Parts express. What do you think?

Usual questions on how big a venue etc or is this simply for back yard use at home. The pros will tell you that outdoor sound is expensive even at the cheap end.
My old party system used 4 woofers that size in a leaky fully stuffed quad box 1200mm * 1550mm * 600mm deep and was "Adequate" in my back yard using dual 10" midrange boxes

The cheap 87 dB sensitivity Goldwood is likely no louder than your Seas 10".
If you want loud and cheap, and made for outdoors, look at paging horns like the one listed below. With just 1 watt at one meter it does around 110 dB, the Goldwood 15" would need 200 watts to reach that level.

how about parallel / series 4 of those bad boys to get + 6dB sensitivity and half the excursion. Probably need full 6dB baffle step (unless you don't care about bass and just want volume). I estimate your net sensitivity between 90dB and 93dB

I think you better fast forward to Eminence Alpha 15A, Eminence ASD 1001, and one of the horns in the 11 bucks zone. I don't think Goldwood would have sufficed. You can sell these anytime for good money if you execute the design skillfully, I figure so.
For outdoor use, +1 on Art's suggestion of a paging horn.
For a bit more sound quality, I'd look for a "full-range" driver in the 10-15" range. Fane do a couple, Eminence does one. Any of those are gonna be better through the midrange than a bottom-end 15" 2-way box, especially when the crossover will be minimalist in the extreme.
