Yes that is PunkyDawgs Nelson verified him, I've bought from him before. Great deal if GR needed. When I checked not long ago, he still had quads in BL, not at that price, but still very fair pricing.

I’ve bought from Punkydawgs several times. Always well matched and genuine. He has even been able to supply specific Vgs J74s to match some K170s I already had on hand. I believe he has plenty of stock too.
Even though the parts have some side flashing on the plastic in the photos this vendor looked legit enough that I bought some from him a few days ago. They were expensive but what other option is there? Great to see he's a known genuine supplier, I'm a little relieved. 🙂
