John Atkinson will write he cannot corroborate with measurement data the findings of the reviewer, but defers to their assessment.

Yes, but that's only one element of the claim, which has a combination of elements. Any prior art must comprise ALL of the elements of the claim in combination. There may indeed be prior art, but that's not obviously so.
