Free to a good amplifier: ESPP soft start - probably working

I'm giving away everything shown in the photos:
  • front panel switch
  • 9V transformer (for 120VAC mains)
  • PCB standoffs seen in the photo
  • wires with quick disconnects and ring terminals.
Some caveats - why I'm not asking for payment:
  • It has a ripped-up trace which I jumpered (seen in photo)
  • I modified the original design by changing the values of R1 & C2 in an attempt to increase the delay.
  • C2 looks like it's bulging a bit at the top. Is it blown? I don't know.
  • I know it's working, in that - when I flip the switch I hear the relays click and I get power to the power supply transformer - but what is the delay? I don't know.
  • The relays failed once (after many years of use). Will they fail again? I don't know
