A basic sinewave generator that is fee and open source is http://wavb.sourceforge.net
It generates .wav files which you can put on a usb key or CD. Each tone can be preceded by a automated voice announcing the range of the frequency sweep.

Ltspice is a possible source generation option - it has a .wav output option and behavioral sources can generate any waveform you can write a consistent mathematical expression for
Audacity is another freeware source for .wav editing, playback/record and analysis
Ltspice could also be used for analysis/plotting as it can import .wav as well and then use the plot analysis options - read the .measure docs, and fft is easy too

I downloaded it ages ago but never used it. Looks ok, but I can't vouch for its abilities
Not very good, quite old. I have been using the nice PC oscilloscape / analyser / generator at Visual Analyser 2011
