First passive crossover

Built my first crossover or so I thought. I could use some help I have it all wired up up but my speakers are still receiving the full audio band signal. This should be a third order crossover. This is the high pass section. It’s a 4 ohm crossover for 1khz
 
It's a little tricky to tell some parts of it just looking at the picture. If you can look at the board and convert it back into a fresh schematic, this may help as a cross check? It's also a good thing to check continuity and isolation in various positions.
 
I am not sure if this helps but essentially I have the following

Positive to black cap running to red cap positive out of red cap to tweeter the inductor is in the middle of the 2 caps

Ground negative running from bottom of inductor t back to amplifier and to tweeter
