You can get a stretchey tubular woven fabric at Joann's fabrics. Just cut to length and pull it over the tube. Sorry but I don't remember what's it's called.

Ditto. Scout out the usual home improvement stores or carpet stores for remnants. I covered mine for $5.

The sonotube I used for the Big Cans o' Whoopass doesn't have a finish on the outside...
I'd spray it with several coats of a sealer, sand lightly, spray it again, sand lightly, then start with the black lacquer...
Or you can cheat, and just cover it with fabric...
