One could measure with or without filtering. That is normal procedure. Mitigating RF pollution is one of the main challenges in todays HiFi. Whether via air, loudspeaker cabling or via mains: it creeps in in various ways.
Measuring PE pollution is nice but maybe a bit useless. It is used for mainly safety but also to direct pollution to. A bit like checking the dishwashers used water to have possible soap rests.
SMPS wall warts are mostly class II without PE connection. That is why their filtering is less adequate. Some are also real transmitters (through air).
