I'm not going to try it, too expensive for the right silicon and questionable. Here is the "commercial" product which made me ask.
Top part is Brand New 1960s British Made McMurdo Phenolic socket. Anti-vibration Base* has silicone to reduce microphonics. Tube pins are exact size of a typical NOS Philips tube for snug fit, unlike cheap Chinese bases with thinner pins that.
Regarding the Belton socket, it seems to be higher quality than others I have run across. The post is easy to cut off.

filling a "socket saver" with dampening material? silicone?
Yes or you can use the standard socket.

Like I said if using a pcb you might be better off just damping the mounting holes. EAR makes screws with integrated damping hardware.
That link is typical marketing jargon without any scientific backing whatsoever.
Don’t buy anything without a datasheet- period... Even sockets and damping sheets.
It will pay off in spades in the future.
Keep in mind those Belton sockets are really tough to get the tubes in first time around- my opinion is this is a feature not a flaw. Ensures a snug long term fit.
