To (over) simplify,
Minority owned businesses are apportioned a percentage of many State, Local and Federal contracts. A business owned by a female falls into this category. Pros and cons abound, but as a small time contractor (well qualified) who does not qualify for this "rating", I have been screwed enough that I no longer pursue said contracts.
