Equalizing Flacs and decibel ratings

Quite new here,

so I have a library of ~3000 audio files (a mix of mp3's and flac's); I am wondering since i am using mp3gain currently, if

1. is 89db the standard of human hearing, or what is this based on as I see lots of gain/equalizing software referring to this standard?

2. The majority of my audio is classic rock/indie/some low-bass pop, and a few others. I am trying to make a setup connect to a PC and hopefully get a recevier in the future to hook up/stream (wired or wireless) to tv; I am curious as to what to look for (not bass heavy) in a setup typically, as I am willing to spend upto ~$2000 not including a receiver.
