Equalizer application for Windows?

I'm looking for a stand-alone equalizer application for Windows. I know all the media players have them built-in, but I want one that'll process all my sound (in games, movies, etc. as well). My sound card is an M-Audio Revolution 5.1, and as far as I know, it doesn't have any equalizer features like my old card did (Audigy 2 ZS). Any thoughts on this?

P.S.: I want this because I have an annoying 5 or 6 dB dip around 125 Hz that I'd like to address. I have a set of Paradigm Mini Monitor v5's, and a Hsu STF-2 sub crossed over at 90Hz, and it seems like the Mini Monitors don't do too well in my 12' square room below 150Hz or so. I'm unsure if this is an issue with the room layout or speaker placement, or simply a byproduct of how the speakers were designed/built.

Members are scattered everywhere, this is a very international community, the chief moderator (variac the destroyer) is based out of San Francisco.. IIRC

I think you'll find this is the best forum overall for most audio topics in the English speaking part of the world.
