I'm currently struggling with how to divide 3 into 5 evenly (or at least aesthetically pleasing)
I would treat the raised sections as if it was a flat cone that had been squeezed upwards. In other words, measure the circumference where the pattern is needed along the surface rather than as a set radius from the centre. Then scale the blocks accordingly.
This may result in the inner ring set blocks having a similar in size to the outer ring set.
Aesthetically, I would let the pattern fall as it will - chances are if you are happy to live with the look of the sigmas, EnABL is unlikely to spoil the view.
Cheers,
Alex

Beat me to it. I was about to say that Bruce Wayne would approve!
