It looks like a tactile transducer. You can buy some from Parts Express for cheap these days, and bolt them to your chair. If you can have a nice big subwoofer though, I think you can get better results with that than with tactile transducers.

Looks like a bit of a gimmick, like those vibration things on playstation! I think you could get tired of it pretty quick, but for movies and games it might be a bit of fun. Probably to give friends a bit of a shock! But it might only work once! You'd want it fairly cheap I'd say.

Actually, this one looks like a linear actuator that goes up and down rather than shaking. It moves the furniture up and down with the sound by pushing one of the legs while the other three are on isolators.
