Sometimes when I am watching a DVD the picture will freeze and a second later start again. This doesn't happen more than twice on a disc and with most discs it doesn't happen at all.

Sometimes that can happen when a laser has to switch to a different power level to read the second layer of the disk. Some players handle this more smoothly than others. This will usually happen only once during a movie, and at the same spot in the movie. If it is more often...dirty/weak laser?

Of course it can happen more if the order of the .VOB files on the disk dictate that. But still, at the same spot.

This will happen when it switches layers. Also, when it decides to, due to read buffers/CPU issues, etc.
I have seen it lock up a player, too. Re-seating the disc (that clears it all out) will help, too.
Of course I am talking about a clean disc, a clean LASER. Either of those in a dirty state will cause all kinds of fun. Watch those rentals.
