i just got a dvd player, from a friend of mine, with a busted power supply. the supply has +12v, -12v, +5v, gnd output. all outputs are fine except for +12v - it only pushes out about 8.7v. my friend told me he hooked up a computer PSU to the dvd player and it worked, but i don't know how he hooked it up 'cos computer PSU's don't have -12v out.
i was hoping i could fix the PSU in the dvd player - i figure if all outputs are working except for one then it might be easy to fix.

it might be excessive load on the PSU that is pulling the voltage down.
Can you identify the currents out of that supply?

In my experience it's usually the big cap: something like 100uF 375V that has reduced capacity or increased ESR. This causes the PS to have reduced "grunt".
Try adding a good cap in parallel as a trial.
Mind you, cap cost + shipping is probably as much as a cheap DVD player nowadays...
