The neon lamp is at the end of its life. But: The 621 has a Zener diode parallel to the neon lamp. The lamp therefore operates with pulsed DC instead of AC voltage. Most likely reversing the lamp in the socket will give it a "second life".

Thanks for the answer Thomas. Are replacement lams still available? I bought second hand DUAL 621 in very good condition few days ago and I like the sound very much. I think that DUAL turntables are the most musical turntables of them all, in all categories, idler wheel, belt or DD. Cosmetics are zero but the construction is very effective. And all that for reasonable money!
No, replacement neon lamps are - to the best of my knowledge - not available anymore, but reversing the lamp - as also shown in the last post of the vinylengine thread - is most likely going to fix the problem for many years to come.

Cheap neons are still available from no-name Chinese vendors.
I agree if it has run on DC for years, turning it over may give it new life.
LEDs have become an interesting replacement, I HAVE had unwanted "strobe" from an AC LED, but don't know the Dual's circuit.

Reversing neon lamp's direction definitely works! No more annoying blinking. Thanks for the tip. First record played after the intervention was Roxy Music's "Avalon". Pictures of the DUAL CS621 guts attached.
