I picked up one of these from Amazon the other day. Under 30 bucks! Along with transistors, it tests resistors, capacitors & inductors. Runs on a 9 volt battery. Playing around with it, it's pretty accurate and has identified some bad parts for me. I suggest checking them out.

Lots, based on the same design, are available from Amazon, Fleabay etc for not much money. I picked up one from Fleabay for £3.55 (about $6) including p+p. Works well.

I like they measure ESR of capacitors right away. Probably not very precise value (using lower frequency), but enough to identify dead caps when fixing SMPSs.
