If I understand you correctly, the answer is no.
A capacitor has two ratings that you must understand.
The capcitance must be selected according to the use of that capacitor. For instance, if it is for decoupling, it needs to be quite high. If used for a filter, it can be very low.
The voltage rating is selected according to the voltage that will pass through it. Always use a capacitor that is 125% the voltage that will pass through it.
For example, if the voltage rails are 26 volts, you should use a capacitor with a voltage rating of 26 X 1.25 = 32.5. The nearest rating ABOVE that is 35 volts so use one of those.

I think he might mean ripple current. This is a valid concern, and something that I have worried about. The operational life of a capacitor life is proportional to many things, and ripple current is one of them.
But, most GainClones are relatively low-powered affairs, and most of us diy-ers value our hearing so we won't tend to run them at very high levels for long. Hopefully, anyway
