Does anyone recognize this?

Got this from a diyAudio member who's downsizing. I assume it's for vacuum tubes. I also have the preamp PCB. Does anyone know what it is? I tried a Google image search with no matches.

My guess is that this board is intender for a small stereo SE amp, possibly with 6BQ5 tubes in ultralinear connection. The LEDS and transistors in the bottom corners are probably constant current sources for the input stages?
