I had boards back from easyEDA's affiliated PCB company a couple of weeks back so definitely manufacturers are in operation. What their stance is towards international customers I can't say though.
JLCPCB.com was already up and delivering several weeks ago.
Just stay away from the economical shipment option, this might take ages to show up at your place.
The DHL express shipment took 4 days to arrive at my place several weeks ago when they were still in lockdown.

I received my boards from JLCPCB last week. Ordered on Monday, got them on Friday with DHL express.
No, taxes had to be paid online to DHL before the parcel was released for delivery.

I use PCBcart. Excellent service and prices are good. I’ve gotten two lots of boards from them during the lockdown. Normally the turn around time is 5-12 days, but it’s about 14 days at present.

I recently discovered aisler.net as european alternative.
If 3 boards are sufficient, it's faster and roughly the same price as chinese (boards cost a little more, shipping is cheaper, no taxes to pay as it's shipped from Germany).
They are pooling PCB's and work with different european board-houses.
PCB quality is top-notch.
If you need lots of PCBs, then China is cheaper.

AiPCBA.com normally provides pcb boards. It is recommended to use the common express delivery. At present, pcb prototype and pcb assembly services are normally provided. I scheduled the pcb boards to arrive last week.
