To understand the clip: the guy knew all along that there was something 'wrong' with the passenger seat -took his car to a repair shop for some work and....hahaha...

Well, technology advances.
Old ones needed a 6V car battery; modern ones are happy with a couple AA or whatever.
As a side note, the original "medical" ones in the 20's were AC powered and had some kind of induction motor, the size you would expect in a food blender or medium desktop fan.
And I guess were maintained or repaired by regular electro tech guys.
