Do higher voltage caps have lower ESR?

I am fixing a power supply and the caps are supposed to be 470uf 35v 105c low ESR high ripple current. I have on hand 470uf 100v 105c but not low ESR. Do 2 caps that are the same except for there voltage ratings have different ESR and max ripple current? Will the 100v cap have lower esr higher ripple?
 
Just looked at a 2 kemet data sheets caps the same exept voltage.

470u 35v 105c max ripple 1.3A, impedance .11R

470u 35v 105c. Max ripple 1.8A impedance .047R

This kinda makes sense as bigger packages should decrease the Z and higher voltages means more current. So depends a lot on size. So a higher voltage cap that is the same size might have lower ESR, and impedance.
