The Apollo MTM cabinet is the perfect overall size that I'm looking for, however the cost is a bit more than I was looking to spend.
My thoughts are to buy the Apollo MT kit, but build it into a 1 cu ft cabinet with about the same dimensions as the MTM version, tuned to about 35 hz (2" Precision Port at ~5.5" long). Given the 7" Anarchy specs/capabilities, is this a good idea or is that too much volume for the one woofer? Probably of important note, is that I will not run it full range at high volume ever. When I'm looking to crank, I will employ a separate sub crossed at 50hz.

Given that the designer (Pete Schumacher) really knows his stuff, I'd build it exactly as he designed it.
Not thinking that does any good to the LF response, based on a quick & dirty sim in WinISD: (Green is standard, red your proposed alternate).
Thanks for running that! Am I reading it correctly to say that it only decreases output by about 1db?
Yup, over most of the 40-80ish range it's up to a dB less sensitive.
Also, when you increase box size and reduce tuning, you'll run out of excursion (ie distortion will increase) at lower power levels than before.
With the very high Xmax figure for the Anarchy 7, and your intent to keep to moderate listening levels, that's probably not a problem in your particular case though.
One other thing about peaky responses like this however is that they tend to increase group delay, which some feel may translate into bass that's less tight or coherent and may have audible "ringing" or overhang.
I don't know enough about GD to say just how much is too much, but generally, less is better.
Also, having a response that's dead flat as deep as this can actually be risky, because if you end up using it in a location where you pick up some room gain, (ie near a wall or corner) then it can end up with excessive and uneven bass.
If I were really preferring the different shape, I'd be tempted to divide the cab internally to keep closer to the original net box size, even if the outside looks a bit different.
