Before I ever connect a DIY Preamp to an amp, I check for DC on preamp outputs...or potentially destroy the connected amp...

An RCA jack touching a chassis is only going to blow a fuse if the RCA was 'live' - which it should not be. Therefore you have not identified the problem, and at best have accidentally cleared it while fixing the RCA. That leaves the equipment in a potentially dangerous state, so it should not be used until it has been checked by someone who knows what they are doing.
