Need to have 1 db step attenuation for balanced line level signal
0 to -12db attenuation would be great. 1 db steps would make precise leveling of left and right channels.
Can you guys recommend a way to do this? Stepped 2 ch. attenuator per one BAL ch?

Yes.
Use THS4131 with LT5400 for proper common-mode reject and converting symmetrical (balanced) line to unsymmetrical (unbalanced).
Use unsymmetrical (unbalanced) relay-based stepped or R2-R attenuator
Use THS4131 with output filter and common-mode choke for proper forming of output symmetrical (balanced) signal and rejecting noise from the output.

That's for low power, unbalanced, low-fi background and PA systems (at speaker level).
