Is there an expert out there who can help me with a circuit?
A 12volt battery operated device with two inputs, one mic (phantom powered) and one line level from a playback rig, and two line level outputs each of which can be switched independently between off - mic - line - mixed.
The outputs could have long cables, 50 metres maybe more.

Buy a cheap mixer and an inverter for the wall transformer.
My Peavey PV8USB I believe had a 12 vdc wall transformer with internal inverter. But it was stolen so I can't confirm that. The regular PV8 I replaced it with uses a 16 vac wall transformer. PV6 is even simpler. You can use the main out for one output, and the monitor out for the other output. Both have different source pots for different balance. Frequency modification is same for both outputs. PV6 & PV8 have pseudo differential drive for twisted pair cables. TRS sockets. Typically those work for 33 m runs. You want 50 meters you'll need a line driver/line receiver box like sold by farnell or parts-express . One that drives across Cat 5 cable.
