I am having problems with the speed control(cannot regulate)
Can a VPI SDS or similar, be used to regulate the speed?

replacing all old electrolytics capacitors with new ones should fix the problem.

Yes,the tape head is fine.I believe the previous post about the capacitors may be the problem.
