It may be a driver issue and require the correct one for the line inputs to be recognised, I have a Dell Vostro laptop from 2012 and a Precision Mobile Workstation and both need the correct Driver for the inputs to work. I've a feeling for the Precision that it is the 'Dell Optimiser' driver that provides that functionality.
Given yours works on W7 suggests this may well be the reason.
Have you tried the W7 driver on your W10 install.

I'd try to the get generic drivers from REALTEK. Dell have gone down a dark path with their audio drivers. They've produced some buggy auto-dsp input-sensing garbage.
Failing that, get another 7010 from Ebay - they're about £10.
