Single sided is just two sided without the second side copper. Anyplace can do it.
Single sided PCBs are normally paper based ie Paxolin
If you want to copy an old design, you can use double sided FR4 with plated through holes and just leave the top side untracked

If I don’t need 2 sided, I just etch the other side off completely. All the cheap blanks I can get are 2 sided.
Doing it at a board house you just pattern one side. But I don’t see the point to confining it to one side if having one made. Doesn’t cost a penny more, and it’s sure as hell easier to lay out most circuits 2 sided even if it’s just a handful of tracks on the top. Doing your own I can see reasons to keep it one sided. 2 sided always take a lot more work.

Just send copper and drill holes on component side to manufacturer.
They might put vias in though.
I send a drill file called .drill_no_plated_through holes and add message in with pcb that I dont want via's or through holes plated.

To my mind avoiding plated holes has the disadvantage that pads will lift much more easily. Plated holes make very solid mechanical fixings, not just electrical.
Yeah I’d be interested to hear if jlcpcb will do single sides, no plated holes if that is what is being asked for.

On my pcb it had a heatsink on top of the pcb so through holes might have shorted out on heatsink. Same with tracks on top layer.
