Check Q4, Q5 and Q6 on the driver board.

C3 is the reason for no delay. That cap and R5 are responsible for the delay. Without the cap, the voltage rises instantly.
The power supply driver board had other issues besides C3 missing .
Since there was no delay at startup could that also cause the outputs to blow ?

Never mind . I must have gotten a bad batch of driver ic’s .
I replaced them with new drivers ic’s from a different company and the amp works fine now
