I'm getting .007mv across the diode.

The LED should stay on for about 2 seconds (or... that's what it does on amps that use a similar circuit).
Check C24 on the driver board (in place, for now) to see if it's close to the correct value.

If u think this may be a ps card issue, I have another known working one I can swap out to see if that resolves it.
How long does the protect LED stay on, with the other driver board (in the other amp, and this one if you swap)?
Mains powered? Two channels? Differential mode?
Using something other than the ground terminal for the regulator (can't be done with one channel and a mains powered scope) isn't reliable.
