D Flip Flop Clock divider any good?

I just happen to study a Clock PCB of a quite reputable and expensive maker in pro audio world, where the designer used two crystals 45.158 MHz and 49.152 MHz and then a divider D Flip flop (must be a very cheap ic). Is n't this design causing more jitter than the oscillator alone would?

Is there just simple division or is a PLL also involved?

On this board it is just division, and it should be working with PLL or no PLL systems
