Is the switch wired backwards? So when powered off it works fine and no other issues? If so, see my first statement and check/remedy.

The preamp circuit is "always on" when the AC cord is plugged in to a live output.

does it sound ok as the caps are discharging or is it distorted? I would think it is a protection circuit that is engaged and is unengaged for that short time you turn the amp off, but is a strange problem.
Have you disconnected the power supply and checked voltages? if there is two channels, can you disconnect one channel and see if one channel works properly? if so, narrow down your search and likely will give a big clue to the issue.

They behave the same. Music is going through and speakers connected on both channels, no sound. As soon as powered off the sound comes on, crisp and loud then distorts and fades. Powering it on and off got it to produce sound on power on then immediately the sound was cut and when powered off came back on briefly etc
Check the power supply voltages while you are switching it on or off. Bad power switch?

There appear to be a number of different versions. Can you advise which version you have? Likely Issue 06 or 07. What LEDs are lit and when?

I'm making a wild guess that you have have an Issue 07 edition of the Cyrus Two. Its power amp has a protection feature that shuts down the PA if it detects a fault. (Page 91 of the PDF). The supply rails would remain powered.
Hi thanks for the replies, it states issue 7 on the mainboard. Its a push switch with headphone output.
Any idea on what cap it maybe? The ROE red caps looks fine and my meter can measure it and it reads right!

It's on page 40 of the 07 manual, next to last page. There's some earlier verbiage that describes the concept.
